Deadly motorcycle crash linked to alleged domestic dispute in Lancaster County

Deputies allegedly found over 1,500 fentanyl pills, meth and prescription pills at the women's home.

LANCASTER COUNTY, S.C. — Two women are facing multiple charges in connection with a domestic dispute that led to a shooting and deadly motorcycle crash in Lancaster County on Monday morning, deputies said.

Lancaster County Public Safety Communications received a 911 call about a reported shooting on U.S. 521 near North Corner Road a few minutes before 7 a.m. A passerby reported that a woman was shooting a man who was speeding away on a motorcycle. The witness said the motorcycle kept traveling up the road while the woman stayed on the side of the road in a car.

Shortly after this incident, the motorcycle was involved in a crash with a tractor-trailer at the intersection of U.S. 521 and South Carolina Highway 5. The rider, 33-year-old Stephen Duran Harmon, died at the scene. South Carolina Highway Patrol is still investigating what led up to the crash.

Lancaster County deputies who were assisting in the investigation of the crash determined that Harmon had been at a home on Cedar Circle Road just before the reported shooting and crash. Two women at the home, 33-year-old Holly Noel Tuttle and 30-year-old Tiffany Vinson, allegedly followed Harmon and got into a fight with him along U.S. 521. Tuttle is accused of firing multiple shots at Harmon as he sped away on the motorcycle. Tuttle and Vinson were found at their home and taken into custody on charges of breach of peace and discharging a firearm at an occupied vehicle.

During a search of their home, deputies recovered evidence of the shooting, as well as 1,501 fentanyl pills, marijuana, methamphetamine and various prescription pills. Tuttle and Vinson were additionally charged with trafficking fentanyl, possession with intent to distribute marijuana, possession with intent to distribute meth and possession with intent to distribute a Schedule IV substance.

"This was a tragic and unnecessary situation," Sheriff Barry Faile said. "None of this had to occur and unfortunately many innocent people could have been injured."

Anyone with information about this incident or any other case is asked to call the Lancaster County Sheriff's Office at 803-283-3388.

Note: WCNC instituted a policy in March 2021 regarding the broadcast or posting of mugshots.

WCNC will only air or post a mugshot if the person has been formally charged with a crime and in a few other cases. The exceptions include: If it appears the person could be a danger to themselves or others or if they are wanted by authorities; to differentiate between people with a common name; if the photos could encourage more victims to come forward. The news-editorial leadership may also decide to use a mugshot based on the severity of the crime(s) committed and/or the level of public interest in the crime and ensuing criminal proceedings.
