CHARLOTTE, N.C. — A Charlotte man was arrested after police said he used a camera described as being similar to a GoPro to record minors in a bathroom at Bojangles Coliseum.
It happened on Feb. 24 during a Charlotte Checkers game, according to an affidavit obtained by WCNC Charlotte. An off-duty officer working at Bojangles Coliseum that night was approached by event security, who said two boys reported a man recorded one of them under a stall.
Officers and Bojangles Coliseum staff were not able to find him in the building. The next day, officials received an email about the case, and were able to use the information to identify the man.
Police identified the person of interest as John Cutter, 61. His criminal history had included him being a prior registered sex offender after a conviction of indecent liberties with a minor in 1999, according to the affidavit. Additionally, he had two Charlotte-Mecklenburg Police Department reports filed and he was on the sex offender registry.
He was removed from the registry in 2011, the affidavit says.
On March 7, the Cyber Crimes Unit executed a search warrant at his home and seized multiple electronics. Officials said they found multiple videos, including videos related to the Bojangles Coliseum incident.
Officials now believe Cutter also went to other public places where minors were located, including locker rooms and restrooms. The affidavit notes it appears the videos were taken the same day as the Bojangles Coliseum incident.
Cutter now faces seven charges related to peeping.
Note: WCNC instituted a policy in March 2021 regarding the broadcast or posting of mugshots.
WCNC will only air or post a mugshot if the person has been formally charged with a crime and in a few other cases. The exceptions include: If it appears the person could be a danger to themselves or others or if they are wanted by authorities; to differentiate between people with a common name; if the photos could encourage more victims to come forward. The news-editorial leadership may also decide to use a mugshot based on the severity of the crime(s) committed and/or the level of public interest in the crime and ensuing criminal proceedings.
WCNC Charlotte has chosen to use this mugshot because of the natures of the crime.
