Police charged Jefferies with "felony death by vehicle" and "failure to reduce speed to avoid a collision." He was also charged with "possession of drug paraphernalia."

CMPD said it believes impairment was a factor in this crash. Toxicology results are pending for both Jefferies and Overton.

Overton was not walking in a crosswalk and was wearing dark clothing, according to a statement from CMPD.

He was unresponsive on the side of the road when police arrived.

The investigation is still active and ongoing.
