Push to bring hundreds of homes to Fort Mill comes with controversy

It's another attempt from a developer whose last proposal was met with lots of resistance.

FORT MILL, S.C. — Crossroads Development Partners and Pulte Homes are pushing to bring more than 400 new residences to Fort Mill.

The company recently submitted a sketch plan for a retirement facility between Williams and Haire roads. It's a scaled-down proposal after another project fell through in 2021.

"This is going to bring substantial density that I don’t think that particular area needs," one resident said.

As Crossroads Development Partners and Pulte Homes pushed to get new sketch plans approved, town leaders are now pumping the brakes.

"We have some questions," one town leader said. "There's language in there that doesn’t refer to a retirement community facility, it refers to independent living, so we are confused about what this project will be."

Some addressed concerns about the summary of the project itself. There was also some confusion about the number of units in each parcel, but the biggest issue highlighted was in regard to a service road needed for the project. 

The road sits outside of town limits in York County.

"There has been a great deal of misinformation, miscommunication -- but we are at the point where we are ready to proceed," developers behind the project said, adding that many of the points of concerned raise are "minor" things that can be addressed.

Town leaders pushed back, saying they can’t move forward without having all the pieces together and confirmed.

"I cannot approve a piece of land for a sketch plan that’s not in the town," planning commission member Matthew Lucarelli said. "I feel rushed, I feel like the planning commission is trying to rush this through so you can get through your plan, your design and your easements." 

Town leaders voted to defer the sketch plans until the land in York County is annexed, saying they're also hoping the other tweaks will be addressed with more details on the plan added.
